Procurement obligations are not the same everywhere. The federal baseline binds every jurisdiction; 17 states also maintain their own IT accessibility policy.

ADA Title II

WCAG 2.1 Level AA

Covers the web content and mobile apps of state and local government, whoever built the software. Software bought today will still be in service on the deadline, which is what makes this a procurement question rather than an IT one.

Where federal funds reach

Governs federal procurement and a great deal of state and local spending through federal funding — including most public universities. It incorporates WCAG 2.0 Level AA and adds chapter requirements WCAG never covers.
